Veneto social housing regulatory changes

The Veneto Region is undergoing regulatory changes regarding social and public housing. Following a ruling from the Court of Appeal of Venice, the region acknowledged that residency-based criteria for social housing rankings were discriminatory. This decision necessitates that the Veneto Region and the Municipality of Venice update regional regulations and implement plans to ensure all municipalities and housing agencies apply consistent, non-discriminatory criteria.

Subsequently, the Veneto Regional Council approved new legislation to combat the illegal occupation and unauthorized use of public residential housing (ERP). The law introduces stricter sanctions, including a 10-year ban on future ERP applications for those occupying housing without title, and a 5-year exclusion for those facing validated evictions or using fraudulent documents. To enforce these rules, the legislation mandates that families transfer residency to assigned housing within 30 days, reduces the allowed period of absence before forfeiture to three months, and establishes a single regional registry to monitor housing stock and assignments.
