Venezuela normalizes diplomacy with Peru and Chile

Venezuela has continued diplomatic re‑engagement begun in 2024 with its neighbours. After a two‑year suspension ~~of relations that started when Chile questioned~~ triggered by Chile’s concerns over the transparency of Venezuela’s 2024 elections, Chile and Venezuela announced on 30 July 2026 the re‑activation of consular services as the first phase of a joint roadmap to normalize ties. The agreement was signed by President José Antonio ~~Kast and~~ Kast, interim President Delcy Rodríguez, ~~together with Foreign Minister~~ Chile’s foreign minister Francisco Pérez ~~Mackenna, signed the agreement,~~ Mackenna and Venezuela’s foreign minister Félix Plasencia, restoring protection for roughly 700,000 Venezuelans in Chile and about 25,000 Chileans in Venezuela. ~~The roadmap, whose negotiations began on 11 March 2024, sets out step‑by‑step measures~~ Consular operations are expected to ~~restore full diplomatic relations~~ resume shortly, facilitating visas, document renewals and ~~to cooperate~~ legal assistance, and supporting cooperation on security, migration and economic development. Earlier in July 2026, Peru and Venezuela revealed a parallel plan to reinstate consular assistance for more than 1.6 million Venezuelan migrants in Peru and to re‑establish protection for nationals on both sides. ~~Foreign ministers highlighted constructive dialogue, mutual respect and adherence to international law, while addressing shared security, migration and economic challenges.
