Venezuela diplomatic relations developments
Overview
Trinidad and Tobago has expressed a strong intention to restore diplomatic and bilateral relations with Venezuela. Prime Minister Kamla Persad-Bissessar indicated a readiness to meet with Venezuelan President Delcy Rodríguez to establish a framework for cooperation in sectors such as trade, energy, agriculture, and security. A primary focus of these discussions is expected to be regional natural gas resources.
This diplomatic push follows a period of tension during which Venezuela’s National Assembly declared Persad-Bissessar ‘persona non grata’ in October 2025.
Concurrently, Venezuela has been advancing its broader diplomatic agenda on the sidelines of the United Nations General Assembly in New York. During the 81st UN General Assembly, Foreign Minister Félix Plasencia engaged in several high-level bilateral meetings to advance the country’s agenda. A primary focus was the normalization of relations with Peru; Plasencia and Peruvian Minister Carlos Espá met to consolidate a new stage of bilateral ties following a resumption process initiated in July. These discussions specifically targeted the restoration of consular services and the building of a common development agenda.
Plasencia also held meetings with the foreign ministers of Jamaica, Guatemala, Italy, Portugal, and Angola. Additionally, he met with the interim Secretary-General of UNCTAD, Pedro Manuel Moreno, to discuss technical assistance regarding trade facilitation, the digital economy, and export diversification. Venezuelan officials also used these meetings to address the need for increased international financing and investment for developing nations.
