In late July 2026, Veracruz announced two complementary initiatives: a free technical school for tourism professionals and a municipal heritage programme to streamline permits, improve safety, and encourage the restoration of the city’s 746 catalogued monuments among roughly 5,000 historic buildings. To support heritage preservation, the municipal government launched free, guided walking tours of the historic downtown on the last Monday of each month, coordinated by the Directorate of Culture and the public works department in collaboration with the National Institute of Anthropology and History (INAH). Governor Rocío Nahle García confirmed that the tourism school, located in rehabilitated buildings in Boca del Río, would open in September. The curriculum includes English certification, gastronomy, hotel operations, and digital promotion. While initial projections estimated 100 students, the school has commenced activities with an initial cohort of 132 students. This educational initiative is part of a broader strategic plan involving infrastructure modernization, such as the renovation of the World Trade Center, the rescue of the Historic Center, and the development of a Gastronomic Center. By late August, the Escuela Veracruzana de Servicios Turísticos was officially inaugurated in Boca del Río. The institution offers a free Higher University Technician degree in Tourism Services, a program spanning two years through six four-month terms. The inaugural class, described by the governor as an inclusive and intergenerational group, includes recent high school graduates, individuals aged 35 to 65, and students with motor disabilities. The school operates under the jurisdiction of the Secretariat of Tourism and utilized academic modeling developed with assistance from former federal Tourism Secretary Miguel Torruco Marqués. The project involved rehabilitating underutilized spaces within the Ilustre Instituto Veracruzano.
