In mid‑July 2026 Veracruz authorities launched a probe into the Universidad Popular Autónoma de Veracruz (UPAV), alleging that private foundations had funneled about 280 million pesos through opaque contracts. The new state administration dismantled those foundations, placed university finances under direct government control, formalized labor contracts, introduced an automated payroll system and raised staff salaries by roughly 40 percent. Three former officials were detained on embezzlement and abuse‑of‑authority charges, and the investigation was expanded to consider possible money‑laundering links.

The state congress moved to convert UPAV into a decentralized public entity to improve oversight, while the Education Secretariat reported that most 2025 salaries and many 2026 installments had been paid, attributing remaining gaps to missing paperwork.

Despite these measures, teachers and directors continued to report unpaid wages for the first and second quarters of 2026. On 6 August 2026, more than 5,000 faculty members staged a peaceful protest in front of the Secretaría de Finanzas y Planeación headquarters in Xalapa, demanding payment of salary arrears dating back to 2025 and warning against being forced into disadvantageous contract schemes. The university rector dismissed the demonstrators as a “minority group,” prompting faculty to prepare a petition for the finance secretariat, the education secretariat and the rectorate.
