Overview
In late June 2026, the Freedom Party of Austria (FPÖ) in Vienna called for a “comprehensive, independent special commission” to investigate the 2014 sale of municipal nursing-school land in Hietzing. The FPÖ alleged the €12.5 million non-tendered sale to a developer linked to the SPÖ benefited well-connected investors, noting that subsequent resale profits were lost to the city due to contractual clauses.
By mid-July, the situation intensified when the head of Vienna’s Market Office resigned following serious allegations. ÖVP councilor Elisabeth Olischar and FPÖ leader Dominik Nepp both demanded full transparency regarding when city officials first learned of the misconduct. Nepp subsequently accused Mayor Michael Ludwig of operating a “paternal, mafia-like” patronage network involving political appointments and housing benefits. As part of his political strategy ahead of the 2025 elections, Nepp also utilized rhetoric regarding the rise in naturalisations of Syrian and Afghan citizens.
In August 2026, the Vienna Public Prosecutor's Office began reviewing a criminal complaint filed by the FPÖ against Mayor Ludwig and former Vienna Chamber of Commerce President Walter Ruck for alleged abuse of office. The complaint centers on the ‘Ludwig-Ruck-Files,’ which include audio recordings and transcripts. One recording involves discussions regarding the construction of the Meidling Accident Hospital (AUVA), raising questions about whether Ruck influenced administrative and permit procedures. The FPÖ has requested a special session of the Vienna City Council to address these developments.
