Nepp subsequently accused Mayor Michael Ludwig of operating a “paternal, mafia-like” patronage network involving political appointments and housing benefits. As part of his political strategy ahead of the 2025 elections, Nepp also utilized rhetoric regarding the rise in naturalisations of Syrian and Afghan citizens.

In August 2026, the Vienna Public Prosecutor's Office began reviewing a criminal complaint filed by the FPÖ against Mayor Ludwig and former Vienna Chamber of Commerce President Walter Ruck for alleged abuse of office. The complaint centers on the ‘Ludwig-Ruck-Files,’ which include audio recordings and transcripts. One recording involves discussions regarding the construction of the Meidling Accident Hospital (AUVA), raising questions about whether Ruck influenced administrative and permit procedures. The FPÖ has requested a special session of the Vienna City Council to address these developments.
