In mid‑July 2026 the Ho Chi Minh City Department of Construction released detailed guidelines for low‑rise, single‑family house permits. The rules limit buildings to three floors, under 250 m² and 12 m in height, require electronic filing through the national e‑service portal, and list the design, land and fire‑safety documents needed. A parallel city decree lets officials use existing database records for land transfers, leases, use‑change and title issuance, setting clear processing times and extending deadlines for remote islands. On 22 July the Ministry of Construction issued a decision revising six vehicle‑registration and inspection procedures and abolishing one, aiming to digitise services and cut processing to as little as four working hours. Submissions can be made online, in person or by post, with electronic documents accepted via VNeID and VNeTraffic accounts. The accelerated permit timeline, which reduced processing to seven working days, quickly overwhelmed ward and commune offices. Applications surged, staff shortages hampered land‑use verification, and a survey recorded 5,249 violations among 18,559 construction projects, including illegal builds and permits issued under exemptions before detailed procedures were finalised. Officials have called for additional personnel and clearer guidelines to balance rapid housing development with regulatory oversight. By 11 August, Ho Chi Minh City authorities began proposing specialized mechanisms to prevent construction material shortages. The Department of Agriculture and Environment is developing proposals to increase supply, including exempting certain mineral extractions from land lease and land‑use purpose change procedures. Nationally, the Ministry of Construction is coordinating with local People's Committees to develop macro-regulation mechanisms and inter-regional policies to ensure material availability for key infrastructure projects. The Ministry has also advised the Government to issue Decree No. 209/2026/ND-CP to empower local authorities in managing supply-demand forecasts.
