In late July 2026, the Communist Party of Vietnam approved a five-year climate-action programme (2026–2030, vision to 2045) to implement Conclusion No. 75-KL/TW. The government formalised this via Resolution 208/NQ-CP, establishing a coordinated framework for ministries, local authorities, and enterprises. The plan focuses on nine priority tasks: party leadership, legal reforms, enforcement, resource mobilisation, pollution control, biodiversity protection, climate-risk adaptation, a green circular economy, and international cooperation. Specific objectives include improving air quality in major urban centres like Hanoi and Ho Chi Minh City, tackling water pollution in river basins, and expanding wastewater treatment. The programme promotes a circular economy through household waste sorting, recycling, and waste-to-energy projects. Regional adaptation measures include reinforcing dikes in Can Tho to combat salt-water intrusion and using thermal-imaging drones for forest-fire prevention in Ca Mau. On 1 July 2026, Hanoi launched a pilot low-emission zone in the Hoan Kiem district, restricting motorised traffic from 19:00 to 24:00 on weekends to promote electric-motorbike use. The city plans a three-stage expansion to cover the area inside Ring Road 1 by 2029, supported by a package exceeding VND 1,000 trillion. Following the third plenum of the 14th Central Committee in late August 2026, General Secretary and President To Lam further reinforced these priorities by promulgating through Conclusion No. 75-KL/TW, emphasizing 75-KL/TW. The directive emphasizes that environmental protection and climate adaptation must be central to all development decisions to protect the lives lives, health, and livelihoods of the population. The framework sets specific targets for 2030 regarding environmental management and disaster prevention, with a long-term vision for 2045 to achieve a healthy living environment in harmony with nature through a modern environmental governance system.
