Overview

Following the 50th anniversary of diplomatic relations, Patrick Achi, the President of the National Assembly of Côte d’Ivoire, conducted an official visit to Vietnam from August 23 to 26, 2026. This mission represented the first time a high-level delegation from the Ivorian National Assembly organized a study and experience-exchange program with its Vietnamese counterpart. During talks in Hanoi, Vietnamese National Assembly Chairman Tran Thanh Man and President Achi emphasized that parliamentary cooperation serves as a “vital pillar and foundation” for the bilateral relationship. Discussions focused on implementing existing Memorandums of Understanding, sharing legislative and supervisory experiences, and the potential establishment of parliamentary friendship groups. This coincided with the Vietnamese National Assembly passing a Resolution to establish mechanisms for handling legal violations in the state and private economies, prioritizing economic and administrative measures over criminal prosecution to protect innovative actors. On the economic front, Côte d’Ivoire has emerged as Vietnam’s primary trading partner in Africa, with trade volumes approaching $2 billion. Both parties expressed intentions to expand this to between $3 billion and $5 billion. To support this, they agreed to coordinate efforts on agreements regarding economic cooperation, double taxation, and investment protection. Agricultural cooperation was a central focus. President Achi visited the Vietnam National University of Agriculture and inspected production models in Can Tho, including the Trung An High-Tech Agriculture Joint Stock Company. Discussions centered on leveraging Vietnamese expertise in rice, cashew nuts, coffee, and fisheries to improve Côte d’Ivoire’s productivity. Achi noted that Vietnam’s development following the Doi Moi reforms serves as an “inspiration and a model” for African nations. As the visit concluded on August 26, the Ivorian delegation expressed admiration for Vietnam’s development achievements over the last 40 years.
