Vietnam government asset management audits

Overview

The Government Inspectorate of Vietnam has conducted audits into the management of surplus land and housing assets following ministerial reorganizations and restructuring efforts.

Initial audits focused on the Ministry of Home Affairs and the Government Office. At the Ministry of Home Affairs, investigators identified 12 surplus properties, noting issues such as incomplete legal documentation, lack of tracking ledgers, and disputes. The Government Office reported no surplus properties, having successfully updated its national public-asset database.

Subsequent scrutiny of the Ministry of Industry and Trade, which manages 139 facilities, revealed that several units failed to comply with relocation directives to new headquarters. This non-compliance caused workspace imbalances, with five administrative headquarters facing a deficit of 7,082.1 square meters, while two others held a surplus of 4,617 square meters. The Inspectorate identified nine redundant assets requiring urgent management plans and noted inventory errors, such as a failure to record a property in Hanoi since 2016.

Broader inspections have identified mismanagement in other sectors and regions. In Hanoi, the Hanoi Water Supply Company was ordered to complete lease procedures for 126 properties and return 32 unused sites. Additionally, an inspection of the National Museum of History found that approximately 80 square meters of land at 23 Tong Dan had been encroached upon by an individual. In Khánh Hòa province, an inspection of redundant properties following administrative reorganization found 343 surplus or unassigned sites. Of these, 103 lack complete legal documentation, and discrepancies exist between official records and physical usage, such as land recorded as school property being used as a park.
