The Vietnamese National Assembly has moved forward with several major infrastructure and social development resolutions. Regarding regional transport, the Assembly officially approved the investment policy for the Ring Road 5 project in the Hanoi Capital Region. This 349 km project, spanning seven provinces and cities—including Hanoi, Ninh Binh, Hung Yen, Hai Phong, Bac Ninh, Thai Nguyen, and Phu Tho—has a preliminary total investment estimated at 288,268 billion VND. Funded through the state budget and other legal sources, construction is scheduled to begin in 2027, with a goal of completing the entire route before 2035. Component projects utilizing central budget funds for the 2026-2030 period are expected to be operational by 2031. In terms of cultural heritage and airport development, the Assembly passed a resolution allowing for the relocation of the Dong Co and Tam Son communal houses in Bac Ninh province. This move is intended to facilitate the construction of a connecting road for the Gia Binh International Airport. Authorities emphasized that these relocations must prioritize the preservation of the sites’ architectural and cultural values. Expanding beyond physical infrastructure, the Assembly approved a consolidated National Target Program for the 2026–2035 period. This program focuses on socio-cultural development, rural areas, ethnic minorities, and mountainous regions. With a total resource allocation of over 808,000 billion VND for the 2026–2030 phase, the initiative aims to increase rural incomes—targeting 2.5 to 3 times the 2020 levels—reduce multi-dimensional poverty, specifically targeting levels below 10% in ethnic minority areas, and modernize education and healthcare services. New objectives for this program include promoting cultural industry contributions to 7% of GDP. Additionally, in Da Nang, construction has commenced on transport projects valued at over 4,293 billion VND to alleviate traffic congestion, improve regional connectivity, and enhance climate change resilience.
