Authorities emphasized that these relocations must prioritize the preservation of the sites’ architectural and cultural values.
Expanding beyond physical infrastructure, the Assembly approved a consolidated National Target Program for the 2026–2035 period. This program focuses on socio-cultural development, rural areas, ethnic minorities, and mountainous regions. With a total resource allocation of over 808,000 billion VND for the 2026–2030 phase, the initiative aims to increase rural incomes—targeting 2.5 to 3 times the 2020 levels—reduce multi-dimensional poverty, specifically targeting levels below 10% in ethnic minority areas, and modernize education and healthcare services. New objectives for this program include promoting cultural industry contributions to 7% of GDP.
Additionally, in Da Nang, construction has commenced on transport projects valued at over 4,293 billion VND to alleviate traffic congestion, improve regional connectivity, and enhance climate change resilience.
