Vietnam power sector expansion
Overview
In late July 2026 Vietnam advanced its power generation capacity through two parallel developments. On 24 July, state‑owned banks BIDV and VietinBank agreed to provide a VND 7.3 trillion (US$281 million) credit package to Petrovietnam for the O Mon IV combined‑cycle gas‑turbine plant in Cần Thơ, a project that will convert natural gas from the Block B‑O Mon field into roughly 1,050 MW of electricity for the Mekong Delta.
A week later, on 31 July, VinEnergo – a Vingroup subsidiary – announced a VND 9.1 trillion investment to build a 200 MW wind farm in Quang Tri province. The Halcom Hong Duc project, featuring 24 turbines, is slated for construction after land‑lease agreements and aims to generate about 549 GWh annually.
Together, the financing of a large gas‑fired plant and the private investment in a sizable wind farm illustrate Vietnam’s broader strategy to secure energy security, diversify its mix, and attract both state and private capital for new power infrastructure.
