Vietnam public employee professional rank regulations

Overview

Vietnamese government ministries have issued clarifications regarding the professional rank and promotion criteria for public employees.

The Ministry of Education and Training specified that under Circular No. 13/2024/TT-BGDĐT, time spent in the rank of preschool teacher Grade IV is recognized as equivalent to time spent in Grade III for promotion purposes. Concurrently, the Ministry of Home Affairs addressed the conversion of professional rank duration for public employees. Following Decree No. 232/2026/ND-CP, the Ministry clarified that employees are assigned ranks based on capacity and task requirements, with corresponding salary levels, though such changes do not alter the employee's specific job position.
