Vietnam social insurance and unemployment benefit management
Overview
Vietnam Social Security (BHXH) has implemented new directives and guidelines regarding the management of social insurance and unemployment benefits.
In early October 2026, BHXH issued Official Dispatch No. 3741/BHXH-TCKT, which prohibits the direct deduction of pensions, social insurance, and unemployment benefits to recover bank loan debts. The agency called for improved management of payment points to address issues such as inadequate facilities, loose authorization controls, and staff members improperly combining duties with debt collection. The agency also noted administrative discrepancies, reporting that as of August 2026, nearly 948,000 beneficiaries had information that did not match their citizen identity cards.
Concurrently, new regulatory guidelines have been outlined for workers. Individuals who reach retirement age without sufficient social insurance contributions may apply for a monthly allowance, which includes free health insurance. For unemployment benefits, workers must notify employment service organizations within three working days of securing a new job with a contract of one month or longer to avoid administrative penalties or the requirement to repay benefits.
