Vietnam waste-to-energy development

Vietnam is advancing waste-to-energy initiatives through both regulatory frameworks and international technological collaborations.

The Electricity Regulatory Authority of Vietnam is reviewing a proposed 2026 electricity generation price framework for waste-to-energy plants. This proposal includes a ceiling price of 2,378.39 VND/kWh, a 7.64% decrease from 2025 levels. However, industry experts and investors have expressed concerns that the framework relies on outdated feasibility studies. They argue that rising costs for equipment, labor, and logistics mean actual investment rates are higher than the government’s estimates.

Simultaneously, a collaborative project involving the Japan International Cooperation Agency (JICA) and several Japanese firms is working to promote electricity and organic fertilizer production from solid waste. Running through December 2026, this initiative utilizes methane fermentation technology to convert organic waste into biogas. The project aims to demonstrate the feasibility of Japanese technology in Vietnam to support the country’s commitment to net-zero emissions by 2050.
