Vilnius waste management crisis deepens

Entities: Artūras Zuokas · Vilnius · Ecoservice · UAB Energesman · Vilnius County Waste Management Centre (VAATC)

Overview

In late July 2026 the EU‑funded waste‑handling chain in Vilnius collapsed, leaving the mechanised biological treatment plant and cogeneration facility offline. Thousands of tonnes of household waste were diverted to the Kazokiškiai landfill, prompting higher collection fees and heating costs for residents. A district‑court order compelled the municipal waste agency VAATC to secure access to the stalled sorting plant, and a temporary injunction stopped operator UAB Energesman from obstructing staff, though ownership was not transferred and Energesman announced it would appeal.

On 27 July, former mayor Artūras Zuokas urged Lithuania’s Anti‑Corruption Commission to investigate the dispute. He alleges that the termination of Energesman’s contract for the mechanical‑biological treatment plant, shortly after a rejected share‑sale offer from competitor Ecoservice, may involve misuse of EU and state funds and a new VAATC director’s decision to halt payments. Energesman maintains it acted within its contractual rights and plans to refer the matter to prosecutors. The anti‑corruption complaint adds a political dimension to the ongoing legal and operational challenges of restoring Vilnius’s waste‑management system.
