Tran Ngoc Chinh, Chairman of the Vietnam Urban Planning and Development Association, has advocated for a large-scale restructuring of Vinh Hung, a ward in Hanoi’s Hoang Mai District. Despite its strategic proximity to major transport links, the area faces severe infrastructure bottlenecks, congestion, and flooding, functioning as a “village within an urban area” due to a lack of comprehensive master planning. Following these calls for reform, a detailed 1/500 scale planning draft has entered the community consultation phase. The proposed redevelopment project covers approximately 447 hectares and aims to reorganize urban space by combining new development areas with the renovation of existing neighborhoods. The plan intends to dedicate nearly 70% of recovered land to transportation and social infrastructure to address deficiencies in public spaces, healthcare, and education services.
