Water management and environmental initiatives in Puebla
Overview
Water management and environmental efforts in Puebla have focused on infrastructure maintenance, supply stability, and river restoration.
To mitigate flooding risks caused by heavy rainfall, Agua de Puebla has conducted extensive cleaning of the drainage network, clearing 1,780 kilometers of storm and residual networks and desilting over 24,000 accessories. Specialized brigades operate 24 hours a day to monitor 59 high-risk points identified by the Tláloc Committee.
Concurrently, authorities have reported improvements in water supply, with the proportion of users receiving continuous water increasing from 43% in September 2025 to 60% in September 2026. Efforts to rescue the Atoyac River have also intensified through a working group involving federal authorities and 22 municipalities aimed at enforcing environmental legislation.
In October 2026, the Mexican federal and state governments announced a reinforced strategy to achieve full sanitation of the Atoyac River by 2030. Led by Puebla Governor Alejandro Armenta Mier and aligned with President Claudia Sheinbaum’s directives, the plan includes stricter surveillance and severe sanctions for polluters, including industrial sectors and public authorities. The Federal Attorney for Environmental Protection (PROFEPA) has already conducted 79 inspections, resulting in 13 industrial closures.
Key infrastructure components include the installation of biodigestors and the construction of four new treatment plants. A projected investment of over 265 million pesos by 2027 aims to reuse treated water for 1,450 hectares of agricultural and forest land. To enhance monitoring, a surveillance center will be linked to C4 and C5 security systems, and companies discharging irregular waste will be required to repair environmental damage in addition to facing fines.
