Regional authorities are implementing various measures to manage water resources in response to drought conditions and the El Niño phenomenon. In Spain, several municipalities have introduced restrictions, including fines for improper use and bans on activities such as filling private pools, washing cars, and irrigating gardens, as river flows have dropped significantly below normal levels. In South America, preparations for the El Niño 2026-27 cycle have led to contingency planning in Uruguay and Colombia. In Medellín, the situation has escalated. Following a rapid decline in the Piedras Blancas reservoir capacity—which dropped from 91.8% to 76.8% in a single week—Empresas Públicas de Medellín (EPM) is reinstating water rationing. Starting Tuesday, September 22, scheduled eight-hour nightly service interruptions will occur between 8:00 p.m. and 4:00 a.m. The rationing will alternate between two groups of neighborhoods, affecting parts of the Popular, Manrique, Aranjuez, Villa Hermosa, Buenos Aires, and La Candelaria communes. As of early October, EPM has announced that rationing will continue for a third consecutive week, from October 5 to October 11, 2026. EPM noted that recent rainfall has not been sufficient to recover sources, and household water savings of 75 liters have fallen short of the 92-liter target. In Ipiales, a separate water crisis is emerging due to aging infrastructure, including intake modules from 1942, and water loss rates exceeding 50%. Additionally, CORPONARIÑO has raised concerns regarding wastewater discharges into the Blanco River. In Bogotá, Mayor Carlos Fernando Galán maintains a stance of preventive readiness. Nationally, Agriculture Minister Indalecio Dangond has proposed declaring a national emergency to protect food security. Recent developments in Bogotá include scheduled temporary service interruptions in the Suba district by the Empresa de Acueducto y Alcantarillado (EAAB) for maintenance and network renewal.
