Water tariff regulation and approval processes

Overview

Water management authorities in different regions have moved to approve updated tariff structures for upcoming periods.

In San Luis Potosi, the INTERAPAS Governing Board approved a 2027 proposal featuring an 8 percent rate increase. The plan includes subsidies for senior citizens and exemptions for public basic education schools, alongside adjusted rates for those affected by the El Realito system. However, the State Water Commission (CEA) has formally opposed the increase, stating it lacks sufficient technical justification and exceeds national benchmarks. The proposal is pending analysis by the State Congress.

In Italy, several regional authorities have approved tariff updates to fund infrastructure and manage energy costs. In Campania, the Ente Idrico Campano (EIC) approved adjustments for the 2026/27 biennium. While providers such as Consac, Sistemi Salerno, and Ausino will see no increases, others will face hikes: ABC (+5.90% in 2026, +5.32% in 2027), GORI (+5% annually), and ASIS (+2.61% in 2026, +3.39% in 2027). An integrated water bonus will be funded for approximately 90,000 families in economic difficulty. In Roccapiemonte, local councilor Luisa Trezza has accused Mayor Carmine Pagano of “betraying public water management interests” by voting for these increases. Additionally, in Naples, the city council is discussing the transformation of the Abc Napoli aqueduct into a public benefit Spa, amid calls for transparency regarding labor impacts and meeting minutes.

In the Marche region, AATO 2 Marche Centro Ancona approved a regulatory scheme for 2026–2029, with tariffs projected to rise by 7% annually through 2028 and 2% annually until 2033 to support a 320 million euro investment program. In Imperia, authorities approved a tariff update to fund a 133.1 million euro investment program for 2026–2030. In Treviso, water bills are rising following decisions by Piave Servizi and Alto Trevigiano Servizi (ATS).
