West African tertiary education funding initiatives
Overview
In early October 2026, Ghana and Nigeria implemented distinct financial support measures for the higher education sector. In Ghana, the Ministry of Education disbursed GH¢917 million to over 300,000 students under the ‘No-Fee-Stress’ policy to reduce the financial burden of tertiary education. Simultaneously, Nigeria processed a N1.7 billion balance for the Tertiary Institutions Staff Support Fund (TISSF), which provides interest-free loans to tertiary institution workers.
Later in the month, the Nigerian Federal Government expanded its financial interventions by releasing N38.93 billion to 166 public tertiary institutions through the Needs Assessment Revitalisation Fund. This allocation, distributed among universities, polytechnics, and colleges of education, is intended to address infrastructure deficits and support measures agreed upon with the Academic Staff Union of Universities (ASUU).
