West and Central Africa regional security cooperation
Overview
Regional efforts to combat transnational organized crime and illicit financial flows have been highlighted through recent specialized meetings in Africa.
In late October 2026, a seminar in Libreville focused on strengthening the capacity of investigators from seven Central African francophone countries. The training, organized under the SECFIN Africa program, addressed financial investigations involving cryptocurrencies, the darknet, and the tracing of digital assets to combat money laundering and terrorism financing.
Following this, Liberia hosted the 17th annual joint meeting of the World Customs Organization’s Regional Intelligence Liaison Offices for West and Central Africa. During the event, Liberian security officials announced a strategic shift toward intelligence-led investigations. This approach aims to target the logistics and financial flows of criminal networks involved in the smuggling of drugs, arms, counterfeit pharmaceuticals, and environmental crimes.
