West Bank cash surplus, fuel shortage, banking cuts
Entities: West Bank · Israel Discount Bank · Bank Hapoalim · Palestinian Monetary Authority · Benjamin Netanyahu
Overview
In late July 2026 a sudden surplus of Israeli shekel notes that Palestinian banks could not accept, combined with restrictions on reclaiming currency, forced banks to reject deposits and raised transaction costs. The resulting cash‑flow crunch quickly turned into a fuel shortage, with daily deliveries through the Tulkarm and Na'alin crossings falling to about three million litres and occasional days of no supply. Israeli banks Discount and Hapoalim announced the termination of correspondent‑banking services for Palestinian banks in September and October, citing money‑laundering and terror‑financing risks, prompting warnings from Governor Yahya Shunnar that the loss of channels handling roughly 90 % of Palestinian trade could trigger a severe economic and humanitarian crisis. Palestinian officials have repeatedly called for an urgent meeting in Ramallah with the UN, World Bank and IMF, while Israel’s finance ministry discusses “safe and responsible” mechanisms.
New developments reported on 28 July describe an escalation of settler aggression in the occupied West Bank. A June 2025 incident near the village of Ar Rakeez saw Israeli settlers graze livestock on private land, leading to the detention, blindfolding and questioning of a Palestinian resident by Israeli soldiers—a pattern analysts link to broader settlement expansion and displacement strategies. Former Palestinian monetary chief Feras Milhem reiterated the call for international intervention to avert a financial collapse as the imminent banking cutoffs loom. Israeli officials acknowledge negotiations are underway to mitigate the economic fallout, but the combined pressures of cash scarcity, fuel shortages, banking isolation and heightened settler violence continue to deepen the region’s instability.
