Overview

The World Food Program (WFP) is experiencing a severe funding crisis driven by shifts in United States foreign policy. Following an executive order in early 2025 to freeze foreign assistance, the U.S. administration terminated funding for WFP food programs in 14 of the world’s most impoverished nations and dissolved the U.S. Agency for International Development (USAID).

While some food aid was restored after public criticism, the agency continues to face instability. These funding shortages have led to direct reductions in aid delivery, such as in the West Bank, where the WFP announced it must reduce the number of recipients from 400,000 to 200,000 people despite rising food insecurity in the region.

As of September 2026, the WFP has confirmed it is halving food assistance in the West Bank. Shaun Hughes, the WFP representative for the Palestinian territories, warned that this reduction occurs as food needs in the region have more than doubled compared to two years ago. The agency reports that approximately 900,000 people in the West Bank are currently facing food insecurity, driven by intensified settler violence, Israeli military operations, movement restrictions, and widespread displacement since October 2023.

A recent WFP analysis found that 76 percent of households in the West Bank have experienced significant income declines, with one-third of families unable to afford a nutritious diet. While the agency is prioritizing the most vulnerable, it warned that further cuts may be necessary and expressed an urgent need for $386 million over the next six months to support food-insecure populations across Gaza and the West Bank.
