On August 14, 2026, the Office of the Comptroller of the Currency (OCC) granted conditional preliminary approval for a national trust charter for World Liberty Trust Company. This milestone would allow the venture to transition its stablecoin operations in-house, enabling it to directly issue, redeem, and safeguard its USD1 stablecoin, which currently has a market capitalization of approximately $4 billion. Currently, these services are managed by third-party partner BitGo.
The charter would also enable the firm to provide digital asset custody and settlement services to institutional clients, such as investment firms and cryptocurrency exchanges. However, the approval is conditional upon meeting specific capital-raising benchmarks, such as maintaining at least $20 million in capital, and does not authorize traditional banking activities like lending or deposit-taking. While some lawmakers have raised concerns regarding potential conflicts of interest, the OCC stated the review was conducted by ‘nonpolitical career staff.’
