Overview

Conflict between Houthi forces and Saudi-led operations has escalated, targeting both energy infrastructure and civilian areas in Yemen and Saudi Arabia.

In early September, strikes hit critical infrastructure, including the Al-Salif Water Project in Yemen’s Hodeidah province, which resulted in the destruction of a main reservoir and solar energy projects. Concurrently, Houthi forces targeted the Saudi Aramco Jazan refinery, marking a repeated pattern of attacks on Saudi energy sites throughout 2026.

Following these events, the National Human Rights Commission reported an escalation of strikes impacting residential areas and civilian life. Documented damage includes the destruction of a school in Haifan and homes in Taiz, Saada, and Al Jawf. The Commission characterized these strikes as potential war crimes, citing the targeting of schools, farms, and residential neighborhoods as violations of international humanitarian law.

By late September, human rights organizations reported a surge in casualties and property destruction. In the Hudaydah governorate, the Eye of Humanity for Rights and Development reported that 687 people were killed or wounded in the Hays and Al-Khawkhah districts, noting that approximately 47,020 fishing boats and landing centers were targeted.

Further documentation by the National Human Rights Commission included the destruction of the Al-Najdain School in Hayfan and damage to homes in Maqbanah and Razih. In the Jizan axis, a strike targeting the Sixth Emergency Division reportedly caused approximately 90 casualties among recruits. Local activists have accused military operations of failing to protect civilian infrastructure, including mosques and medical centers, and of using personnel as human shields.
