Yemen-China maritime and bilateral cooperation

Overview

Yemen and China have engaged in high-level discussions regarding maritime development and bilateral security cooperation. Initially, Yemen’s General Authority for Maritime Affairs participated in a maritime planning forum in China to discuss port development, logistics, and the blue economy across the Bab el-Mandeb strait and surrounding waters.

In subsequent diplomatic meetings, Yemeni Minister of Foreign Affairs and Expatriates, Dr. Afrah Al-Zouba, met with Chinese Chargé d'Affaires Zhao Cheng. Discussions expanded to include support for the electricity sector in Aden, as well as cooperation in energy, infrastructure, and capacity building. Minister Al-Zouba highlighted Houthi militia escalations as a threat to Yemeni stability and international maritime security in the Red Sea and Bab al-Mandab, calling for international support to protect coasts and ports. China reaffirmed its support for the sovereignty and territorial integrity of the Yemeni government under President Rashad al-Alimi, expressing commitment to maritime security and freedom of trade.

Concurrently, the internationally recognized Yemeni government is working to unify maritime import and permit procedures for ships and shipping companies. This initiative, involving the Ministry of Transport, the Ministry of Industry and Trade, and the Aden Gulf Ports Corporation, aims to facilitate the flow of goods amid rising shipping and insurance costs. These measures respond to security tensions in the Bab al-Mandab strait, the West Coast, and Taiz governorate, where Houthi control over areas such as Mocha has necessitated strict port measures. Officials intend to accelerate customs clearance and address illegal levies to ensure market stability.
