Yemen conflict: Houthi attacks and tribal mobilization

Overview

Renewed fighting between Houthi rebels and Yemen’s internationally recognized government has intensified, particularly near the Bab al-Mandab strait. Recent clashes resulted in the deaths of approximately 63 Houthi fighters and 34 pro-government combatants.

In response to the escalating violence, approximately 100 Yemeni tribal leaders launched a ‘code of honour’ at a conference in Geneva, Switzerland. Organized by the Centre for Security Sector Governance (DCAF) and supported by the Swiss and Dutch foreign ministries, the initiative seeks to leverage traditional customs to protect civilian populations, safeguard detainees, and preserve infrastructure such as schools and hospitals. While the initiative has received support from thousands of dignitaries, it has faced significant criticism. Political figures and activists have argued that hosting expensive international conferences is disconnected from the humanitarian crisis, suggesting funds should instead be directed toward supporting displaced persons. Observers have also questioned whether the selected leaders truly represent the diverse Yemeni population.

Military escalation has continued with Houthi forces launching ballistic missile attacks against Aden International Airport and the Maashiq Presidential Palace. The Yemeni Cabinet noted these represent a dangerous escalation, noting the repeated targeting of the airport has disrupted air travel and contributed to rising prices and shortages of essential goods.

In Marib, the Murad and Al-Abdiya tribes have issued a formal declaration of national mobilization to support the Yemeni military in the “Dawn of Yemen” battle. Concurrently, reports indicate the Houthi group is utilizing approximately 9.34 million dollars to fund aid programs for the families of its killed, wounded, and missing members. Observers suggest these targeted programs serve as a tool for military mobilization by leveraging poverty to strengthen organizational ties.
