Youth policy initiatives in Baja California Sur

Legislative efforts in Baja California Sur have emerged to address various challenges facing the youth demographic, specifically regarding political participation and employment.

In the political sphere, Deputy Cristian Fabrizio del Castillo Miranda of the PRI proposed a reform to the State Law of Electoral Institutions and Procedures. This initiative seeks to mandate that at least 30% of candidacies for local deputies and city councils be reserved for individuals aged 18 to 29. Additionally, debates have surfaced regarding age restrictions for electoral councils, which currently require members to be at least 25 years old, a rule defended by IEEBCS counselor Rudy Castañer Cruz on the basis of existing state law.

Regarding economic issues, Deputy Karina Olivas Parra has proposed an amendment to the State Tax Law to combat youth unemployment. The initiative suggests a temporary 100 percent discount on state taxes for employers who create new formal job positions for citizens aged 18 to 29, aiming to mitigate the “experience trap” affecting young workers.
