Zambian arrests for cyber offenses and threats

Zambian authorities have arrested two individuals for digital offenses involving high-ranking government officials.

On September 13, 2026, TikTok creator Misheck Mulubwa, known as ‘Africa’ or ‘BROTHERMAN’, was apprehended following a joint investigation by the Zambia Police Service, the Zambia Cyber Security Agency, and the Department of Immigration. Authorities allege Mulubwa used his platform to post hate speech, tribal remarks, and direct assassination threats against President Hakainde Hichilema, the Zambia Army Commander, and the Chairperson of the Electoral Commission of Zambia. Mulubwa was reportedly apprehended at the Kasumbalesa Border Post after being lured from hiding in the Democratic Republic of Congo.

On September 23, 2026, former Finance Minister Katele Kalumba was arrested and charged with harassment under the Cyber Crimes Act No. 4 of 2025. The Zambia Police Service stated that Kalumba is accused of disseminating electronic content intended to humiliate President Hichilema. Kalumba, who has been critical of the administration regarding election integrity and political detentions, was released on police bond following his arrest in Chienge District.
