Zambian economic growth and production strategy

Overview

Zambia is experiencing significant economic shifts driven by rising exports and new production-led policy frameworks. In 2025, the nation’s export economy reached US$13.3 billion, an 18.2% increase from the previous year. This growth, fueled largely by copper production and agribusiness, has stimulated the logistics sector, increasing demand for bulk transportation, warehousing, and cold chain solutions.

Building on this momentum, the government has introduced the ‘Grow Zambia Agenda’ as part of a transition from macroeconomic stabilization toward production-led expansion. The 2027–2029 Medium Term Budget Plan targets an average economic growth rate of approximately 7 percent. Macroeconomic indicators show signs of improvement, with external debt decreasing by 5% to US$15.36 billion in the first half of 2026, inflation falling to 6.1%, and a strengthening Kwacha.

To further drive this expansion, the government is pursuing an ambitious mining strategy, targeting copper production of one million metric tonnes by 2026 and three million metric tonnes by 2031. Support for this includes the National Mineral Resources Development Policy, with a countrywide geological mapping programme reported to be 94.2% complete. Additionally, the Minerals Regulation Commission Act 2024 has established the Minerals Regulation Commission to manage licensing and coordination.

Despite these advancements, a debate has emerged among industry experts regarding the focus of the sector. While the government targets increased raw output, analysts suggest that pivoting toward local value addition could increase export earnings and industrial growth by up to ten times compared to exporting raw or semi-processed cathodes.
