Brazil hits China beef quota and receives positive EU audit for poultry
Brazil faces significant shifts in its agricultural export landscape. China has officially confirmed that Brazil reached 100% of its 1.106 million ton beef export quota for 2026. Consequently, new beef shipments to China will be subject to a 55% surcharge, raising the total tariff to 67% starting October 2, 2026. This measure is part of a Chinese safeguard mechanism active until 2028.
In a separate development, the European Commission's DG Santé has issued a positive audit report regarding Brazil's poultry meat and honey production. The audit concluded that Brazil's legal frameworks, inspection training, and official controls effectively manage the use of antimicrobials, meeting EU requirements. While this is a major step toward resuming exports, a formal decision by EU member states is still required to officially reinstate Brazil on the authorized supplier list. This decision is expected to be discussed during the Scopaff committee meeting on October 20-21.
However, the outlook for Brazilian beef in the EU remains challenging. Experts suggest that beef exports to the European market may remain suspended for approximately two years, as the EU requires guarantees covering the entire two-year production cycle of cattle to ensure compliance with antimicrobial regulations.
