EU implements Brazilian animal product import ban

Overview

As of early September 2026, the European Union has implemented a suspension of Brazilian animal product imports, including beef, poultry, pork, eggs, honey, fish, equine meat, and industrial intestines. The EU maintains the measure is due to a lack of guarantees regarding antimicrobial restrictions, specifically the prohibition of using antimicrobials to promote growth or productivity. While the European Commission noted no specific contamination was identified, it stated Brazil’s sanitary system lacks the traceability to ensure animals treated with prohibited substances are excluded from export chains.

Recent technical developments suggest progress in specific sectors. A technical audit conducted by the EU between August 24 and September 4 found the segregation processes for controlling antimicrobial use in poultry and honey production chains to be “satisfactory.” However, there is no confirmed date for the official reinstatement of Brazil as an approved supplier. Carlos Goulart, Secretary of Agricultural Defense at the Ministry of Agriculture, noted that the trade barrier involves more than technicalities, suggesting a “hostile” international commercial environment.

The suspension has triggered market reconfigurations. Brazilian exporters are pivoting toward the United States, utilizing a quota for up to 300,000 tons of beef with reduced tariffs through November, with a focus on ground beef. Concurrently, the Paraguayan Meat Chamber (CPC) aims to expand its U.S. presence from 60,000 to 90,000 tons. Diplomatic tensions persist as the Coordinator of Farmers and Livestock Organizations (COAG) calls for these veterinary controls to be extended to all Mercosur members to prevent “unfair asymmetry.”
