The European Union has implemented the Packaging and Packaging Waste Regulation (PPWR), marking a major shift in environmental policy. Effective from 12 August 2026, the regulation aims to reduce packaging waste by 5% by 2030 and 15% by 2040 compared to 2018 levels.

A primary focus of the new rules is the restriction of per- and polyfluoroalkyl substances (PFAS), often called “forever chemicals,” in food-contact packaging. These substances, commonly used for water and grease resistance in items like pizza boxes and fast-food containers, are being limited due to their persistence in the environment and potential health risks.

The regulation also introduces strict requirements for packaging design, including a ban on oversized packaging and a mandate that transport and e-commerce packaging contain no more than 50% empty space by 2030. To improve recycling efficiency, a harmonized EU-wide labeling system for waste sorting is scheduled for 2028.

While the goals are environmental, the transition has caused concern among businesses. Small and medium-sized enterprises (SMEs) have reported significant bureaucratic burdens regarding compliance, documentation, and the need to engage with various national recycling organizations. Some small businesses have even ceased shipping to certain EU member states to avoid these administrative complexities.
