Netherlands proposes equal pay requirements for temporary workers

The Dutch government has launched an internet consultation regarding the Labor Leasing Admission Act (Wtta), which is set to take effect on January 1, 2027. A key proposed condition for obtaining admission to lease personnel is ensuring that temporary workers receive equal or equivalent pay and benefits compared to the permanent employees of the hiring company.

The proposed framework specifies that employers must demonstrate parity across twelve specific compensation elements, including wages, allowances, vacation days, and thirteenth-month payments, as well as pension schemes. Compliance will be monitored periodically; failure to meet these standards could result in the suspension or revocation of admission, and by 2028, unauthorized lenders may face fines.

Industry organizations ABU and NBBU have expressed criticism regarding the new framework. They argue that the requirement to provide compensation proof for every individual employment condition is difficult to implement practically. The consultation period for these regulations runs from October 8 through October 22.
