EU energy security: Von der Leyen proposes strategic gas reserves

European Commission President Ursula von der Leyen has proposed the establishment of EU-wide strategic natural gas reserves to mitigate the risk of shortages this winter. This proposal comes as European gas storage levels have reached record lows, a situation exacerbated by high summer prices linked to the conflict in Iran, which reduced market incentives for commercial companies to replenish stocks.

In response to energy market volatility, the International Energy Agency (IEA) has agreed to accelerate the release of approximately 100 million barrels of oil and diesel from reserves, including an immediate release of over 20 million barrels of diesel. Germany is currently considering the creation of its own national strategic gas reserves, while the Netherlands has allocated nearly one billion euros to subsidize energy procurement.

While some diplomats remain uncertain about the practical implementation of bloc-wide reserves, the measure is viewed as a long-term protection strategy similar to existing national oil reserves. The European Commission is also exploring measures to stabilize energy markets, including a strategic dialogue regarding European refineries to increase capacity and lower costs.
