North Macedonia public administration reforms
Overview
North Macedonia’s Minister of Public Administration, Goran Minchev, has introduced a series of reforms aimed at restructuring the state administration.
One legislative initiative focuses on a new law regarding equitable representation. This proposal seeks to ensure public sector hiring is based on merit, knowledge, and quality rather than ethnic identity. The move follows a Constitutional Court decision to abolish the ‘Balancer’ digital tool, which was reportedly subject to abuses and ethnic identity manipulation. The proposed law, supported by the Venice Commission, includes the creation of a specialized body within the Agency for Administration to oversee hiring processes. However, the legislative process is currently facing opposition and blockades in Parliament from the DUI party.
In a parallel effort to rationalize the state administration, Minchev has proposed a Law on the Organization and Work of State Administration. This plan aims to merge or abolish redundant institutions to reduce costs and eliminate overlapping responsibilities. Minchev noted that previous changes to the Inspection Supervision Law had already saved approximately 300,000 euros. The broader reform may require the alignment of 20 to 30 different laws, with parliamentary procedures expected to conclude by the end of the year.
Expanding on these efforts, Minchev recently emphasized the need to reduce bureaucracy and improve public services, stating that success should be measured by “citizen satisfaction and efficiency rather than the volume of administrative decisions.” During a TAIEX workshop focused on strengthening public sector quality management, it was noted that the Ministry has implemented quality assessments using the ‘mystery client’ method and surveys involving over 600 citizens to support these reforms.
