Overview

Internal political friction within Iran has significantly disrupted diplomatic efforts between Tehran and Washington. Investigations indicate that ultraconservative factions within Iran orchestrated unauthorized maritime attacks in the Strait of Hormuz in July to sabotage a potential peace agreement with the United States. These actions, which included targeting a Qatari liquefied natural gas tanker and two other commercial vessels, were reportedly conducted without the authorization of President Masoud Pezeshkian or the Supreme National Security Council.

Following these disruptions and a subsequent breakdown in negotiations on September 28, diplomatic relations have deteriorated further. After the Trump administration rejected a proposal from Tehran concerning the opening of the Strait of Hormuz, US Secretary of State Marco Rubio ordered the Iranian peace delegation to leave the United States. The delegation, which included Foreign Minister Abbas Araghchi, departed New York for Doha in early October.
