Turkish counter-terrorism operations against ISIS

Overview

Turkish authorities have launched a series of operations targeting ISIS cells and their financial networks. On October 16, the Ministry of Interior reported that gendarmerie teams conducted simultaneous raids across 22 provinces, resulting in the detention of 59 suspects. These individuals were allegedly involved in field operations, cell structures, social media propaganda, and the provision of systematic financing through fake aid organizations.

By late October, the investigation expanded to focus on money laundering and terrorism financing. The Istanbul Chief Public Prosecutor’s Office deepened its probe following the seizure of a flash drive by the National Intelligence Organization (MİT) in Kilis. This device reportedly contained internal communications, confessions from a high-level ISIS financial official, and digital hawala receipts.

Financial analysis by MASAK identified significant bank inflows and outflows linked to six primary suspects, totaling tens of millions of lira. The investigation has also highlighted the use of cryptocurrency exchanges and links to entities named Al Barakat and AFAK for international money transfers.
