Abpip energy policy proposals in Brazil

The Brazilian Association of Independent Oil and Gas Producers (Abpip) has initiated a series of strategic proposals targeting political candidates to influence energy policy.

Initially, the association presented an agenda to candidates for the government of Rio Grande do Norte. This local focus aimed to bolster production in a state where independent producers accounted for approximately 95.48% of local oil and gas output in 2025. The proposals included modernizing the Institute for Sustainable Development and Environment (Idema), improving natural gas market governance through Arsep, and supporting the revitalization of the Potiguar Basin.

Following these local efforts, Abpip expanded its scope by presenting a 100-day priority program to Brazilian presidential candidates. This national agenda includes nine measures designed to expand production and attract investment. Key recommendations involve reforming environmental licensing, strengthening the National Agency of Petroleum, Natural Gas and Biofuels (ANP), and accelerating the New Gas Law to increase competition and reduce infrastructure concentration.
