Academic diploma forgery investigation in Panama

In Panama, an investigation known as ‘Operation Credentials I’ has uncovered a widespread scheme involving the forgery of academic diplomas and records to secure or advance positions within the Ministry of Education (Meduca).

The investigation was prompted by irregularities detected in the Ministry of Education’s human resources system (SIARHE) during teacher appointment competitions. Reports indicate that individuals paid as much as $4,000 to obtain fraudulent documents, often using the names of prestigious universities. Former Minister of Education Lucy Molinar had previously reported these irregularities prior to her resignation in August.

As the case progresses, a Panamanian judge has ordered provisional detention for 10 individuals and house arrest for 13 others. The suspects face various charges, including document forgery, corruption of public servants, money laundering, organized crime, and the illegal practice of a profession. The Superior Court of Appeals is scheduled to review the precautionary measures on September 21.
