Administrative interventions of Colombian health insurers

Overview

The Colombian National Superintendency of Health has initiated administrative interventions for multiple health insurance entities (EPS) due to financial and operational failures.

In August 2026, Roberto José Tercero Solano Navarra was appointed as the special interventor for Nueva EPS. This intervention, scheduled to last until April 10, 2027, follows investigations into the entity’s lack of certified financial statements since 2023, significant debt to provider networks, and failures in patient care, including delays in medical attention and the denial of authorized services.

By September 2026, the Superintendency extended its oversight to Emssanar EPS, appointing Javier Alonso Álvarez as special interventor. Álvarez succeeds Julio César Rey and is tasked with presenting a work plan to address the insurer’s financial and operational difficulties affecting approximately 1.6 million affiliates across six departments in southwestern Colombia.
