African Union launch of Africa Credit Rating Agency

Overview

The African Union, in collaboration with the Economic Commission for Africa and the African Peer Review Mechanism, has launched the Africa Credit Rating Agency (AfCRA) in Port Louis, Mauritius.

The initiative seeks to strengthen financial sovereignty by providing independent, Africa-focused assessments of sovereign credit risk. Officials noted that global agencies currently control approximately 95% of the market and may not adequately reflect African economic realities. The UN Economic Commission for Africa estimates that these discrepancies lead to excess interest payments costing the continent roughly US$75 billion annually.

AfCRA aims to provide a technically rigorous perspective to help international investors better understand African economies. The move is intended to reduce dependency on major American agencies, such as Standard & Poor’s, Moody’s, and Fitch, which may contribute to high borrowing costs for essential sectors like healthcare, education, and infrastructure. Leaders emphasized that the agency must maintain institutional independence and remain protected from political interference to gain international market confidence.

Interim CEO Sifiso Falala stated that the agency aims to publish its first sovereign credit ratings by the end of March 2027. AfCRA is currently in discussions with 15 African sovereigns and plans to conduct research on nations including Togo, Kenya, Seychelles, Burundi, and Mauritius. Beyond sovereign assessments, the agency intends to evaluate private financial institutions and African multilateral lenders, such as Afreximbank. This development follows a significant rise in Africa’s annual external debt-service bill, which reached an estimated $163 billion in 2024.
