AI adoption and regulation in Norway

Norway has experienced a significant increase in artificial intelligence (AI) chatbot adoption, with usage rising from 54 percent to 69 percent of the population over the last year. Adoption is highest among those aged 16–24, reaching 90 percent. Digitalization Minister Torgeir Micaelsen noted that while the trend aids productivity, political regulations are required to address public fears regarding the rapid pace of AI development.

In response to shifting digital habits, a new research project funded by the Dam Foundation will investigate how young people can find reliable information through AI searches. This initiative follows a decline in traffic to official Norwegian information portals, such as Utdanning.no, which saw page views drop from 11.5 million in 2025 to 8 million in 2026 following the introduction of Google’s AI Overviews. The project, running from 2027 to 2029, aims to ensure youth can trust AI-retrieved content for educational and career decisions. Meanwhile, educators are exploring pedagogical methods, such as the ‘AI sandwich’ model, to integrate AI into learning while maintaining human judgment.
