AI governance and strategy in the Netherlands

In the Netherlands, discussions regarding artificial intelligence have moved from corporate management preferences to national strategic policy.

A study of IT and business decision-makers indicates that Dutch managers are imposing strict limits on AI autonomy. Respondents expressed a preference for human oversight in critical sectors, including contract negotiations, human resources decisions such as dismissals, and financial determinations. Many leaders argued that full autonomy is unrealistic if decisions must remain explainable, with 61 percent stating AI should not make independent financial decisions above specific thresholds.

At the political level, the Dutch House of Representatives has debated the strategic necessity and risks of the technology. Prime Minister Dick Jetten has proposed exploring the creation of an ‘AI safety institute’ to monitor cybersecurity risks. Meanwhile, opposition leader Geert Wilders has emphasized the need for defensive capabilities, suggesting the Netherlands must view ‘AI as a digital tank’ to counter potential use by adversaries.
