Overview

Greece is integrating artificial intelligence into its digital governance framework while simultaneously addressing new regulatory requirements.

The Ministry of Digital Governance and Artificial Intelligence, in collaboration with the Presidency of the Government, upgraded the OpenGov.gr portal. This central platform for public consultation now utilizes AI to “analyze, group, and code” large volumes of citizen feedback to streamline the legislative process. The upgrade also includes an Open API to increase transparency.

Concurrently, Greek municipalities are facing mandatory compliance obligations under Law 5321/2026, which implements the European Union AI Act. Local authorities must register existing AI tools—including chatbots and waste management optimization systems—in a state registry by December 31, 2026. There are reported concerns regarding a lack of awareness among municipal leaders concerning these duties and the potential for legal complaints to the Hellenic Data Protection Authority.
