Allegations against Romanian SPP chief Lucian Pahonțu

Overview

Investigations by Recorder and Snoop have alleged that Lucian Pahonțu, the long-standing head of Romania’s Protection and Guard Service (SPP), served as an officer in the Securitate Troops between 1987 and 1990. The reports suggest Pahonțu was present during the violent repression of protests at the Intercontinental Hotel in December 1989 and during the June 1990 events in University Square. Critics have noted his failure to submit mandatory declarations regarding these ties to the National Council for the Study of the Securitate Archives (CNSAS).

Lucian Pahonțu has issued a formal denial, describing the claims as “baseless and harmful to his military dignity.” He maintains that he and his subordinates were not present at key locations such as the Intercontinental Hotel barricades or Nicolae Bălcescu Boulevard during the 1989 events. He asserted that his unit was positioned approximately 100 meters from the Intercontinental Hotel barricade with no direct contact with revolutionaries, further claiming his soldiers did not carry ammunition during these deployments. Regarding the June 1990 unrest, Pahonțu maintains he was only mobilized on June 15, a period when no violence was recorded, and that his unit remained in the barracks.

However, the publication Recorder has challenged these denials as “falsehoods,” citing archive documents and testimonies from former colleagues. Specifically, a former colleague, Radu Grigoraș, and three former subordinates have reportedly testified to military prosecutors that Pahonțu was active in the University area during the 1990 unrest. In response to these findings, CNSAS has initiated checks to clarify his status in relation to the former Securitate.
