Andalusia public spending and oversight
Overview
Political and administrative discussions regarding public spending in Andalusia have emerged through different lenses. A dispute arose following a report from the Cámara de Cuentas concerning a shift in fiscal oversight. María Jesús Montero, the PSOE's general secretary in Andalusia, criticized the regional government for an ‘absolute lack of control’ over public funds, noting that the transition to a permanent financial control system between 2020 and 2024 moved from a system that could halt spending to one that only monitors funds after they are spent. Vice President Carolina España defended the administration, stating the report only identified ‘formal defects’ and that no funds were misappropriated.
Regarding provincial spending, the Diputación de Jaén continues to lead Andalusia in per capita investment. During a recent plenary session, the institution approved its General Account, confirming spending of 663 euros per inhabitant, which remains significantly higher than the regional average of 366 euros. This investment focus includes public works and social protection.
In addition to provincial oversight, local infrastructure projects have been approved in the region. The Jaén City Council unanimously approved a 16 million euro tender to repair 186 streets, utilizing Spanish government funds designated to mitigate damage from recent storm systems.
