Approved by the Andalusian Parliament in February to align with the Spanish Organic Law of the University System (LOSU), the regulation faces opposition from public university rectors, labor unions, and student groups.

The central Spanish government has identified approximately thirty articles it considers “incompatible with the Spanish Constitution.” The dispute centers on jurisdictional boundaries, specifically whether regional laws attempt to regulate matters that the LOSU reserves for individual university autonomy, potentially exceeding the regional government’s legal competencies. While negotiations are underway to resolve these discrepancies, the law remains in a state of tension.
