Andalusian public university administration and funding
Overview
The regional government of Andalusia has implemented several measures regarding the public university system. Initially, the government announced a freeze on public university tuition fees for the upcoming academic year to promote equal opportunities. Under this decree, undergraduate credits remain at 12.62 euros, while qualifying master’s degree credits are reduced to match undergraduate rates.
Following these student-focused measures, the Andalusian Ministry of University, Industry, Energy, and Innovation opened an application period for university teaching and research staff (PDI) to request regional supplements for 2026. This annual process provides economic compensation for activities related to teaching, research, and management.
Implementation of the new Andalusian University Law (LUPA) for the current academic year has become a point of legal and political contention. Approved by the Andalusian Parliament in February to align with the Spanish Organic Law of the University System (LOSU), the regulation faces opposition from public university rectors, labor unions, and student groups.
The central Spanish government has identified approximately thirty articles it considers “incompatible with the Spanish Constitution.” The dispute centers on jurisdictional boundaries, specifically whether regional laws attempt to regulate matters that the LOSU reserves for individual university autonomy, potentially exceeding the regional government’s legal competencies. While negotiations are underway to resolve these discrepancies, the law remains in a state of tension.
